A major disaster strikes the Russian industrial town of Nikel, close to the Norwegian border. A series of explosions at the industrial complex forces the population to flee, and the nearest safe haven is Kirkenes. Soon, the border is overwhelmed by frightened, exhausted and freezing Russian refugees.
